Nebula II, more commonly known as the Empress, was the ruler of the Strange World for a time. She was allied with Ares in a plot to keep the Olympians imprisoned so that her rule over the Strange World and Ares' rule over the main Earth would be cemented. During the struggle to free the Olympians, Ares II made her fall in love with him as a ploy to win Hercules some time to release the Olympians.
